Brutal detention of a cyclist by CCC employees: Oleksandr Bakumov is indignant, but deputies do not care (video)
On February 25, an incident occurred in Kharkiv’s Industrial District, which caused a wide public outcry. An employee of the territorial picking center (TCC) knocked a man off his bicycle, who was later pushed into a car.
The video recording of the man’s beating and detention was made public on the Telegram channel “Typov KhTZ”. The footage shows how one of the servicemen suddenly comes out from behind the car and pushes the cyclist with his hand, causing him to fall. At least six other people in military uniform are nearby. Two cars belonging to the group were nearby. One of them left the scene, while the other took the man with the bicycle.

As reported Olena Sobolevska, spokeswoman of the Main Directorate of the National Police in the Kharkiv region, the video of the incident was discovered during the monitoring of social networks. The video shows people in military uniform pushing the cyclist, causing him to fall to the ground. After that, the man is obliged to get into the car. It has been preliminarily established that the event took place in the yard of building 29 on Myru street.
According to Sobolevska, the man tried to escape on a bicycle, but was later stopped by TCC employees in another place. After his arrest, he was taken to the police station. During the inspection, it was found that he is a serviceman of one of the brigades and has the status of a person who voluntarily left the unit. The police have registered information about the event in the Unified Register, and the verification of all the circumstances is currently underway. If there are grounds, criminal proceedings may be opened based on the fact of the event.
Later, the Kharkiv Regional TCC and JV posted an official message on social networks. The post states that the man on the bike failed to comply with the group’s stop notification and documentation requirements. Because of this, the TCC soldier used physical force, knocking him off his bicycle and onto the ground. During the inspection, it was established that the man is a military serviceman and is wanted.
The detainee was first taken to the police department, and later handed over to the Kharkiv Zonal Department of the Military Law and Order Service. In connection with this case, an official investigation into the possible excess of official authority by a serviceman of the alert group was ordered at the OTCC. Based on its results, appropriate disciplinary measures are planned. The incident caused a significant public outcry, as the manner in which the man was detained raised questions about the legality of the use of force by TCC employees.
People’s deputy Oleksandr Bakumov raised this issue during his speech in the parliament, calling law enforcement agencies for immediate reaction:
“You and I held a joint meeting of the committees on national security and law enforcement activities regarding the illegal actions of representatives of territorial recruitment centers and other units that violate the rights and freedoms of people and citizens. What was the result? We said that any measures should be applied in order, on the basis of the law. You saw yesterday’s case in Kharkiv. Who saw it? There are clear criteria for the use of force by all law enforcement officers, the use of physical force, special means and the use of firearms weapons! Please tell me what is the use of physical force on a bicycle? Representatives of the TCC, who can’t use special measures or force at all!
I call on all law enforcement agencies – the Prosecutor General’s Office, the Ministry of Internal Affairs, the specialized prosecutor’s office in the field of defense, to respond accordingly and provide a proper qualified legal assessment! The Committee on Law Enforcement Activities and the Conciliation Council, which included in the agenda a separate law on strengthening the responsibility of employees of the TCC and VLK – it was on the agenda, but it was removed. I urge tomorrow to put this question to the floor and vote on the basis. Our committees have made requests to law enforcement and military authorities, but the answers are zero, not a single proper answer. It’s a shame! Parliamentary control is lost, and perhaps lost! The status of a citizen has been lost, no matter who he is – military, suspect or wanted. The legality and illegality of measures – that is what is before us. Therefore, colleagues, I demand from this podium that the law enforcement agencies take immediate measures to restore the rights and freedoms of a person and a citizen that have been violated, as well as to systematically resolve issues during the implementation of mobilization measures. Your inaction, your silent response, turns you into accomplices!”

As you can see in the video, people’s deputies listened to Oleksandr Bakumov’s speech with bored, indifferent faces. This indicates a lack of desire and political will to solve problems related to the excess of powers by representatives of the TCC.
In addition, questions arise: if the influence of parliamentary committees is almost zero, important issues for Ukrainians are not resolved, then what is the role of the parliament? Where are the guarantees that such cases will not go unpunished? Is the Verkhovna Rada not turning into a body that only silently listens to lawlessness, instead of acting? There are no answers to these questions yet.
