Cabinet of Ministers introduces new rules for reserving Ukrainians from mobilisation
The Cabinet of Ministers of Ukraine has updated the rules for booking conscript men. According to the new by resolution of the government, state bodies and enterprises may receive a refusal to book employees if information about them is not in the Register of conscripts.
According to the government, the changes entered into force on October 2, 2024 after the approval of the new “Procedure for booking conscripts during martial law by means of the Unified State Web Portal of Electronic Services”. This procedure was approved by Resolution No. 650 dated June 5, 2024, taking into account the changes made by Cabinet Resolution No. 1125 dated October 1, 2024.
According to the new rules, reservations are possible only if citizens’ military registration data is updated. To do this, conscripts must be on the military register, have an appropriate document (paper or electronic), confirm the correctness of their data and not be wanted.
At the same time, enterprises that can be recognized as critically important for the country’s economy and vital activities have received clear criteria for booking their employees. Such criteria include:
- The total amount of taxes paid is more than 1.5 million euros.
- Foreign exchange receipts over 32 million euros.
- The strategic importance of the enterprise for the economy and security of the state.
- The importance of the enterprise for the sector of the national economy or the local community.
- Absence of arrears from the single social contribution.
- The salary of employees is not less than the average salary in the region for the IV quarter of 2021.
- The company is a resident of Diya City.
As stated, businesses that meet at least two of these criteria can reserve up to 50% of their workforce, and more if needed.
The government also shortened the time limits for conscripts and reservists to appear after receiving a summons through the postal service.
We will remind you that on May 18, a new law on mobilization entered into force in Ukraine, which regulates changes for conscripts, the possibility of obtaining a deferment and provides for punishment for evaders.
