CCC employees who forcibly detained and beat a man will be tried

Employees of the State Bureau of Investigation completed pre-trial investigation in the case of three employees of the Dubensky District Territorial Center of Recruitment and Social Support, who are accused of illegally holding and beating a man. The indictments have been submitted to the court.

The event took place in February 2025 in the village of Ivanye in the Rivne region. Three employees of the TCC noticed a man riding a bicycle and began to chase him in a company car. After he refused to stop, he was deliberately run over. In response, the man fired a shot into the air from the flare gun he had with him. This provoked aggression among the employees of the TCC — they used tear gas against him and forcibly dragged him into the car.

Two of them decided to “punish” the man and inflicted numerous blows on his head and other parts of his body, as a result of which he received minor injuries. The beating was stopped only after the man agreed to talk. Later, he passed the military medical commission and was mobilized to the ranks of the Armed Forces.

In June 2025, SBI investigators informed the specified persons about the suspicion. During the investigation, the accused admitted their guilt. After the trial, they announced their intention to transfer to combat brigades.

The actions of three employees are qualified under Part 1 of Art. 28, Part 2 of Art. 146 of the Criminal Code of Ukraine — illegal deprivation of liberty, accompanied by the task of physical suffering, committed by a group of persons without prior conspiracy. Two of them are additionally charged under Part 1 of Art. 28, Part 1 of Art. 127 of the Criminal Code of Ukraine — torture for the purpose of coercion or punishment, also committed by a group of persons without conspiracy.

Sanctions of the articles provide for punishment in the form of imprisonment for up to six years. Procedural management is carried out by the Specialized Prosecutor’s Office in the field of defense of the Western region.
