Court orders preventive measure against former Odessa mayor Gennady Trukhanov
The court has imposed a preventive measure in the form of 24-hour house arrest with the use of an electronic bracelet on the former mayor of Odessa, Gennady Trukhanov. This was reported by the Prosecutor General’s Office.
“The former mayor of Odessa, who is suspected of official negligence that caused the death of nine people (Part 3 of Article 367 of the Criminal Code of Ukraine), at the request of prosecutors from the Prosecutor General’s Office, was imposed a preventive measure in the form of 24-hour house arrest with the use of an electronic monitoring device,” the report says.
The investigation established that the suspect failed to ensure the proper operation of the storm sewer and water drainage systems in the city, although he had information about their unsatisfactory technical condition. On the day of the emergency, timely notification of the population and bringing civil defense systems to readiness were not organized, which caused the death of nine people.
Within the same criminal proceedings, eight more officials of the city council and municipal enterprises are suspected of official negligence. They were also given preventive measures.
Among the suspects are eight current and former city government officials:
- A preventive measure of 24-hour house arrest with the wearing of an electronic bracelet was chosen for the deputy mayor.
- The deputy mayor will be under night house arrest.
- The director of the Department of Municipal Economy was taken into custody with the possibility of posting bail in the amount of 3 million hryvnias.
- The director of the Department of Municipal Security, the chief engineer and the director of the KP “City Roads” will also be in custody, but with the alternative of bail of 1.5 million hryvnias for each.
- The head of the structural unit and the chief engineer of the structural unit of the KP “City Roads” night house arrest with the use of electronic monitoring has been imposed.
The pre-trial investigation is ongoing.
As a reminder, on October 29, several Odessa officials, including former mayor Gennady Trukhanov, were notified of suspicion of official negligence that caused the deaths of people during the storm on September 30, 2025.
The investigation established that Trukhanov improperly performed his duties and failed to ensure the proper operation of the city’s engineering networks. Because of this, Odesa suffered from flooding for a long time, however, despite being aware of the problem, he did not initiate repairs to the storm sewer and drainage systems.
On the day of the tragedy, September 30, the former official did not organize timely notification of the population and did not bring the city’s civil defense agencies to readiness.
