Deputy Klitschko was suspected of organizing a scheme to smuggle conscripts across the border

Kyiv police together with SBU reported about the suspicion of the deputy head of the KMDA in involvement in the organization of the scheme of illegal transportation of conscripts abroad.
The official facilitated the departure of conscripts to European countries, registering them as drivers of gasoline trucks on behalf of a commercial enterprise. According to the legend, they were supposed to deliver diesel fuel for the needs of the Armed Forces of Ukraine and the humanitarian needs of Kyiv. Illegal activities were documented by police investigators under the procedural guidance of the Kyiv City Prosecutor’s Office.
In particular, at the suspect’s direction, data of more than 30 men of draft age who left Ukraine without legal grounds were entered into the information system “Shlyakh” in the period from May to June 2022.
The investigation established that the company referred to in the accompanying documents did not own vehicles, licenses for the relevant economic activity, and the specified “employees” either did not have driver’s licenses of the required category, or were not employed at all.
Based on the collected evidence, the 41-year-old official was informed of suspicion under two articles of the Criminal Code of Ukraine:
- h 2 Art. 332 — illegal transportation of persons across the state border, committed by an official using his official position;
- h 3 Art. 362 — unauthorized actions with information processed in electronic systems, committed by a person with the right of access.
Currently, the issue of selecting a preventive measure is being resolved. Sanctions of the specified articles provide up to seven years of imprisonment with a possible limitation of the right to hold certain positions or engage in relevant activities for a period of up to three years.
