The State Information System for Evacuation Coordination is being introduced in Ukraine
The Government of Ukraine adopted a resolution on the creation of the State Information System for Evacuation Coordination. The document clearly delineates the responsibilities between state authorities, local self-government bodies and public organizations responsible for evacuation, and provides for an assessment of the needs of evacuees.
“Our task is to provide a clear, safe and understandable evacuation route for every person. From the moment of departure from dangerous areas to placement in safer communities, the process should be as convenient, transparent and coordinated as possible. We work to ensure that people receive assistance without delay and that the time spent in transit centers is minimal. This is not only a matter of organization, but also of respect for everyone who is forced to leave their home because of the war,” Minister of Community and Territorial Development Oleksiy Kuleba said.
Coordination of the entire process will be carried out by the Ministry of Development through the established Coordination Headquarters, while the Ministry of Social Policy will be responsible for social support and reintegration, and the State Emergency Service will be responsible for security, notification and the technical part of evacuation.
Local administrations and local self-government bodies will directly implement measures on the ground: they will make decisions, form assembly points, inform the population, register people, organize their transportation and accommodation, coordinate the work of social workers and provide household support.
On the basis of the transit centers, multidisciplinary teams will be created that will assess the needs of the evacuees, determine the optimal evacuation routes and ensure the provision of comprehensive services in the places of accommodation. Coordination of their work will be undertaken by the National Social Service Service of Ukraine.
All information will be entered into the unified State information system for evacuation coordination, which will reduce waiting time and improve the quality of services at every stage — from the transit center to temporary accommodation in the host community. The implementation of the system within three months will be ensured by the Ministry of Social Policy, Family and Unity, which will also administer this platform.
