Dmytro Razumkov spoke about the impunity of CCC employees and gaps in the legislation regarding demobilization
The issue of the efficiency of the work of territorial recruitment centers (TCC) and the responsibility of their employees has become the subject of heated discussion in the Verkhovna Rada. Despite numerous legislative initiatives and public statements, the situation remains problematic, and individual incidents demonstrate the lack of proper control over the actions of individual employees, which creates risks for the safety of citizens and trust in the mobilization system. This problem concerns not only the legal field, but also social justice, because the law should apply equally to all participants in social processes. Cases of “busification”, when citizens are forcibly dragged into official CCC vehicles, have angered MP Dmytro Razumkov.
Incidents and reactions of politicians
Dmytro Razumkov in the Verkhovna Rada expressed his indignation that the actions of CCC representatives remain without an appropriate response from law enforcement agencies. An example was the situation with football player Kolesnyk, the video of which shows that a person was hit by a bus and forcibly pushed into a car, while no accident was registered on the spot and no measures were taken against the CCC employees.
Razumkov emphasized that a new “caste of the elect” has formed in Ukraine, which is outside the scope of effective legal responsibility. He recalled that the Verkhovna Rada abolished parliamentary immunity at the beginning of its term, but now other groups have appeared for whom violating the law does not entail consequences. The politician calls for the adoption of a law establishing liability for illegal actions during mobilization in order to guarantee the same rules for all citizens, regardless of status.
“The law should be the same for everyone. Violators should be held accountable. For anyone – a football player, deputy, police officer or CCC employee. It is necessary to finally adopt a law on liability for illegal busification and violations of citizens’ rights during mobilization events. This is a matter of trust, security and justice in the country!”, – the MP emphasized.
Legislative gaps and unfulfilled promises
According to Razumkov, in the spring of 2024 the Verkhovna Rada adopted a law on mobilization, from which the provision on service terms was excluded, which deprived the military of predictability in planning their service. The promise of a separate law on differentiated service terms by December 2024 has not been fulfilled, and the alternative bill No. 11217, prepared by the “Smart Politics” team, has remained without consideration in the relevant committee for almost two years.
The lack of clear rules on military rotation, vacations, and service conditions leads to personnel overload and a decrease in the efficiency of the mobilization system. The proposed bills provide for a fairer approach: shortened terms for those on the front lines and separate conditions for those performing tasks in the rear, as well as additional motivation in the form of financial incentives for signing a contract.
As Razumkov notes, the CCC system has about 46 thousand positions, among which there are both experienced military personnel and employees without proper training or understanding of the processes. Unprofessional actions of individual employees, waste of resources and lack of control reduce trust in state institutions and harm combat readiness. Incidents with “busification” demonstrate that state funds are spent on the education and training of individuals who do not always effectively perform their duties, which leads to social discontent and conflicts with citizens.

Assistance to the military is not slogans from the podium. It is specific decisions and laws that the state should adopt, and not postpone or deliberately block for years.
Today, even the authorities recognize the failure of mobilization and recognize busification. But there are no real steps to change the system. The issue of mandatory rotations has not been resolved, additional vacations have not been introduced – we insisted on this back in April 2024 in bill No. 11218.
We offer a real motivation — one million hryvnias upon signing the first contract (bill No. 13623). They say that “there is no money,” but at the same time they have been turning a blind eye to the shadow budget of the CCC for years, which reaches several billion euros!
There are 46 thousand positions in the CCC itself. There are those who have been to the front. But there are also those who do not even understand in which direction it is. So let them first show how to fight. Because when a person is caught on the street, they spend budget funds on training, and then they are either unfit or go to the NWCh — this does not strengthen the army. It wastes resources and destroys trust!”, – said Dmytro Razumkov.
