Electronic booking through Diya: what is known

The Cabinet of Ministers of Ukraine is developing an online mechanism for booking conscript workers through the Diya application. This will simplify and accelerate the process for enterprises that need to protect critical employees from mobilization.

Currently, reservations are made through paper documents. The new mechanism proposes to completely convert the process into an electronic format. This will allow businesses to apply for reservations faster and more conveniently.
How will online booking work?
- The head of the enterprise or an authorized person must log in to “Diya”.
- Instead of lists, the system will allow entering the data of employees who need to be booked in any convenient format.
- In addition, you will need to add information about the company itself.
What do you need to know about the employee?
- Full name
- Passport data and TIN
- Military accounting specialty
- Type of military registration document
- Position at the enterprise
- Automatic verification and protection against abuse:
The “Diya” system will automatically check the submitted data and block applications in the following cases:
- Exceeding the reservation limit (no more than 50% of conscript workers).
- False information about conscripts.
- Availability of administrative proceedings against the employee for violation of mobilization legislation.
Successful booking and deadlines:
- If all the data are correct, the head of the enterprise certifies them with an electronic signature.
- The system will check the information with the Unified State Register of Conscripts.
- If the check is successfully passed, the employee is issued a reservation mark and a certificate is issued in “Diya”.
- The reservation period will be 6 or 12 months.
Cancellation of reservation:
The reservation can be canceled in case of closure of the enterprise, dismissal of the employee or termination of the contract for the production of goods/services for the Armed Forces.
