EVI and EFVV for Ukrainians abroad: in which European cities can you take entrance exams in 2025

After the full-scale invasion, the educational trajectory of Ukrainian youth turned out to be profoundly changed. Thousands of students and entrants found themselves outside the country, in forced emigration. But despite the displacement, the war did not stop the desire for education: young men and women continue to enter Ukrainian universities, choosing a master’s degree as a way of professional growth and, at the same time, as a form of maintaining a connection with their homeland. In this context, organizing an admissions campaign abroad is a guarantee of access to higher education for an entire generation.
2025: The geography of exams expands, but with clear limits
In the new admission season, Ukrainians living outside the country will once again be able to take the Unified Entrance Examination (UEI) and the Unified Professional Entrance Test (UEV) without returning to Ukraine. The Ministry of Education and Science of Ukraine, together with a network of temporary examination centers, organizes tests in 15 European cities located in 7 countries. This is a strictly defined list that cannot be expanded within the additional session: tests abroad can be taken only in the main session.
During registration, entrants must indicate the desired country and the specific city of the exam. The centers operate in the face-to-face testing format, which is as close as possible to Ukrainian conditions.
In which countries and cities will the tests be held
- Latvia: one location, limited list of specialties
In Riga, the capital of Latvia, you can take the EVI (compulsory foreign language exam) and professional tests in certain areas. In particular, it is allowed to make an EFFV with:
- pedagogy and psychology,
- law and international law,
- psychology and sociology.
All other specialties are not available at this location.
- Bulgaria: full access to all specialties in one place
In Sofia, the capital of Bulgaria, conditions have been created for a complete testing package. There you can take both the EVI and the EFVV in all 11 specialties:
- economy and international economy,
- information technology,
- art history,
- linguistics,
- accounting and finance,
- pedagogy and psychology,
- political science and international relations,
- law and international law,
- psychology and sociology,
- management and administration.
This is one of the most versatile locations outside of Ukraine.
- Poland: the largest number of examination centers
Six cities will work in Poland, and in five of them (all except Bydgoszcz) you can take tests in all specialties without exception.
In Bydgoszcz, there is no provision for the preparation of the EFFV with:
- art history,
- linguistics
In other Polish cities — Warsaw, Wroclaw, Gdansk, Katowice, Krakow — you can take the EVI and any of the 10 professional areas without any restrictions.
- Great Britain: partially limited list
In London, you can take the EVI, as well as the EVVV, only in the following specialties:
- economy and international economy,
- information technology,
- accounting and finance,
- political science and international relations,
- management and administration,
- pedagogy and psychology.
Unavailable: art history, linguistics, law and international law, psychology and sociology.
- Germany: three cities – no restrictions
In Berlin, Jena and Munich, you can take the EVI and all types of professional entrance exams. This is one of the most comprehensive proposals among EU countries. Graduates from these cities will have access to the entire system of specialties provided in Ukraine.
- France: the choice is partial, but strategically convenient
In Paris, it is allowed to make EVI. From professional specialties are available:
- economy and international economy,
- accounting and finance,
- pedagogy and psychology,
- law and international law,
- psychology and sociology,
- management and administration.
On the other hand, history of art, linguistics and information technology cannot be passed in Paris.
- Czech Republic: complete list in two cities
There are two full-fledged examination centers in the Czech Republic – in Brno and Prague. In each of them, it is allowed to pass both the EVI and all 11 professional exams. This is one of the most complete options in Central Europe.
Limitations and features of the procedure
Additional session of EVI and EFVV is not held outside of Ukraine. Therefore, those who, for any reason, do not get to the main session, will have to either return to Ukraine to take the exam, or postpone the admission.
Registration for exams takes place centrally – through designated platforms of the Ministry of Education and Culture. The participant chooses a city, confirms his data and receives an invitation with the exact place, time and format of the event.
The centralized organization of EVI and EFVV in 15 key European cities is evidence that the educational system knows how to adapt to extraordinary conditions and form the infrastructure of mobile admission. And this allows Ukrainian youth to remain part of the national intellectual space, even when they are physically far from home.
