From January 1, 2026, a test launch of the “eExcise” system begins in Ukraine.
From January 1, 2026, a test launch of the “eExcise” system will begin in Ukraine – a digital tool that should reduce the illegal circulation of alcoholic and tobacco products, as well as reduce the risks of corruption and the influence of the human factor. This was announced by the Minister of Digital Transformation, Mikhail Fedorov.
According to Fedorov, from this date businesses will have access to the full functionality of the system, while previously only individual elements were tested.
The testing will last until October 12, 2026, so that entrepreneurs can gradually adapt to the innovations.
As part of the testing, entrepreneurs will be able to:

integrate their own IT systems with “eExcise”;

conduct full testing of the system, from creating test electronic excise tax stamps to moving goods and redeeming stamps in the retail network;

configure and optimize internal business processes.
Mykhailo Fedorov added that offline application testing will be available, in which all data is automatically synchronized after the connection is restored, and the business does not stop.
The “eExcise” system will replace old paper stamps with modern DataMatrix codes. Every Ukrainian, through the “Diya” application, will be able to check the legality of the product, and the state will be able to track the entire path of the product from the manufacturer to the store shelf.
The government approved the legislative basis for the launch of “eExcise” in October 2024.
