Important innovations in kindergartens: what will change from January 1
Preschool education of children plays a key role in the formation of a harmonious personality, laying the foundations for future learning, socialization and emotional development. In times of war, the importance of this sphere acquires special importance, because preschools become not only educational centers, but also a place of support, stability and psychological recovery for children and their families. That is why, from January 1, 2025, important changes provided by the new law “On Preschool Education” came into effect in Ukraine, aimed at adapting the system of preschool education to new conditions and challenges.
New opportunities for educators
From January 1, 2025, a new law “On preschool education” came into effect in Ukraine, which provides for the improvement of the quality of educational services and the creation of comfortable conditions for children, educators and parents. The law ensures the improvement of the quality of work of educators, which is the basis for a stable and professional educational process. The document provides for the optimization of workload, thanks to which teachers will have more time for quality preparation and work with children. In addition, a 56-day annual leave was introduced, which allows educators to fully recover. In addition, the possibility of setting higher surcharges and allowances is provided, which is an important step towards increasing the prestige of the profession.
Changes for parents
Parents will have a wider choice of options regarding the form of education for their children. Face-to-face, online, and distance learning are now available, which is important in a climate of potential danger or instability. New types of organization of educational activities are also being introduced, in particular mobile, family and mini-kindergartens, which allow to adapt training to the specific needs of families. All these measures are aimed at ensuring the territorial accessibility of kindergartens, which is an urgent issue, especially for temporarily displaced persons.
Conditions for preschool education institutions
The adoption system becomes more transparent and clear, which will help avoid confusion and ensure fairness. Implementation of conditions for an inclusive or special educational environment will allow children with special educational needs to be involved in the educational process. This will ensure equal access to quality education and contribute to the development of a tolerant society.
Duties of authorities and founders
The law imposes on local authorities and the founders of kindergartens the obligation to provide the necessary resources for the high-quality work of institutions. This includes the responsibility to pay teachers fairly, create safe and comfortable conditions for children and staff, and ensure that preschools are accessible to all families.

The changes introduced by the new law are aimed at increasing inclusiveness, ensuring an individual approach to each child and creating a harmonious environment for development.
