In “Dia” the reservation of 100% of the employees of critical enterprises in the front-line territories has started
Critically important enterprises located and operating in the front-line territories received the right to book 100% of their conscripted employees through the “Diya” portal. reports this press service. Ministry of Economy, Environment and Agriculture of Ukraine.
On August 13, 2025, the Cabinet of Ministers of Ukraine approved changes to the Procedure for booking conscripts at the request of the Ministry of Economy. These innovations expand the possibilities for preserving the personnel potential of enterprises operating in war zones.
On September 3, the changes began to take effect on the “Action” portal. From now on, critically important enterprises located and operating in front-line territories have received the right to reserve 100% of their conscripted employees.
Such a decision makes it possible to support businesses that continue to function in the extreme conditions of war, and at the same time meet defense needs. A more flexible mechanism has been introduced that responds to the challenges of wartime and guarantees enterprises the ability to work even during active hostilities.
“Implementation of 100% reservation mechanism for front-line enterprises is an important step for economy and defense. Business in the frontline regions needs maximum support, because it works in extremely difficult conditions. This decision will save jobs and at the same time provide the Armed Forces with the necessary resources, noted Deputy Minister of Economy, Environment and Agriculture of Ukraine Vitaliy Kindrativ.
Previously, there was a rule that allowed booking only 50% of conscripted employees of critical enterprises. For the frontline regions, this indicator has been doubled to 100%.
The procedure for booking an employee through the “Action” portal:
- A critically important enterprise that operates in the zone of possible or active hostilities submits an appeal to the regional military administration with a request to increase the volume of reservations to 100%.
- OVA checks the actual activity of the enterprise and, in case of a positive conclusion, sends an appeal to the state body that has recognized the enterprise as critically important.
- The state body increases the reservation limit to 100% using the Diya portal.
- After that, the company additionally books all its employees through the portal.
The service is implemented by the Ministry of Economy, Environment and Agriculture together with the Ministry of Digital Transformation and the Ministry of Defense. The modernization took place thanks to the Action Support Project, which is being implemented by the United Nations Development Program in Ukraine with the support of Sweden.
