Zelenskyy presents his victory plan to the Verkhovna Rada: Media reports 5 points and 3 secret additions
On October 16, President of Ukraine Volodymyr Zelenskyi will speak at an extraordinary meeting of the Verkhovna Rada, where he will present the victory plan, which he has been discussing with international partners for several weeks. Journalists of “Glavkom” received access to some details of this plan.
It is noted that the date of the speech was announced in advance, which is unusual for the Verkhovna Rada, as the time of the meetings is usually kept secret for security reasons.
According to Mykhailo Podoliak, the adviser to the head of the President’s Office, the main aspects of the plan are already known, but during the speech, Zelensky will add new details, in particular, regarding the mechanisms of forcing Russia to make peace. One of the key points of the plan is a request to increase the number of long-range ATACMS and Storm Shadow missiles, as well as the authorization to use these missiles to strike military facilities deep in Russia, although this issue has not yet been supported by Western allies.
Sources close to the president reported that the plan consists of five main points and three secret additions. Two clauses deal with military matters, while the others deal with geopolitics, economics and military-political aspects, with the last clause to be implemented after the war is over. Two of the three secret annexes also deal with military matters, and one deals with the economy.
Key international partners of Ukraine, including the USA, Great Britain, France, Italy and Germany, have already familiarized themselves with the additions.
The president’s office plans to use Zelenskyi’s speech in the Rada not only as a report to the deputies, but also to appeal to the Ukrainian people to explain the future strategy in the war.
The presentation coincides with an unfortunate international backdrop, as an important Rammstein-style meeting featuring US President Joe Biden was postponed due to the hurricane and the US election. Joint steps to increase pressure on Russia were to be agreed upon at this meeting.
Regarding the reaction of the deputies, the opposition expressed dissatisfaction with the fact that the president’s plan was first presented to international partners, and not to the Ukrainian parliament. At the same time, representatives of the “Fatherland” consider such a sequence to be logical. Deputies of the “Voice” faction hope to hear specific proposals for actions that would look like a real plan for victory.
“Servant of the People” comments on the situation very cautiously: some deputies, like Maria Mezentseva, refrained from commenting due to security issues, and Bohdan Yaremenko said that he did not know about the planned meeting at all.
