In Ukraine, due to the mobilization of the accused, the courts suspended 20,000 criminal proceedings

During the three and a half years of war in Ukraine, almost 20,000 criminal proceedings were suspended due to the mobilization of the accused. At the same time, this year the pace of decisions on the suspension of cases increased by 25%, testify data of the analysis of the register of court decisions.

The possibility of stopping the criminal case due to the mobilization of the accused was introduced in April 2022. As of September 2025, a total of 19,671 criminal proceedings have been suspended for this reason. This year, Ukrainian courts have already stopped 4,724 proceedings. For comparison, 5,441 cases were suspended for the entire past year due to the mobilization of the accused.

Let us remind you that on July 30, Defense Minister Denys Shmyhal said that the mobilization is proceeding according to plan and 90% is going without problems:

“The mobilization continues according to plan. This is true. It is also very important to understand that 90% of mobilization is absolutely normal – people, receiving summons, come to serve. They are not grabbed, they are not pulled. Having received the document, they come to the TCC, register and go to the training centers.

In May 2024, the Verkhovna Rada adopted a draft law in the second reading, which provides for the voluntary mobilization of certain categories of prisoners.
