In Ukraine, the capacity of the rehabilitation system has reached 16,000 sessions per day

The system of medical rehabilitation in Ukraine continues to develop and increase capacity – currently its capacity exceeds 16 thousand sessions per day. This is reports the press service of the Ministry of Health.

“The development of rehabilitation is one of the key priorities of the Ministry of Health and a flagship project within the implementation of the National Strategy for the Creation of a Barrier-Free Space in Ukraine. And today we have already moved from construction to development. We have an ambitious goal – to create the strongest rehabilitation system in Europe in Ukraine. We are developing a network of centers of excellence, bringing services closer to people in communities, developing and we are approving modern standards. Together with our partners, we are forming a system that will guarantee high-quality, affordable and free rehabilitation assistance for Ukrainians,” noted Minister of Health of Ukraine Viktor Lyashko.

Rehabilitation services are provided by 569 medical institutions throughout the country, of which 372 work in hospitals, and 523 – on an outpatient basis. There are 165 medical facilities for the youngest patients under the age of three. In 85% of cluster and multidisciplinary hospitals of the capable network, modern barrier-free departments have been created, which has significantly expanded access to care.

Financing of the industry is also growing: in 2025, about 6.5 billion hryvnias are earmarked for rehabilitation, which is three times more than in 2021. A differentiated payment system has been introduced depending on the complexity of the case: instead of one tariff, there are four levels — from 16 to over 41 thousand hryvnias per cycle. This approach allows taking into account the needs of patients with severe injuries, amputations or spinal cord injuries.

The development of the system and the increase in the number of qualified specialists made it possible to significantly increase the efficiency of care: today, medical institutions perform five times more therapeutic sessions than in 2022. Over the past two years, more than 718,000 people have received rehabilitation assistance, including 251,000 in-patient and 467,000 outpatients. About 11,000 specialists work in multidisciplinary teams — seven times more than three years ago.

Seven centers of excellence have already been created in Ukraine, which have become training bases for the training of multidisciplinary teams and the introduction of the latest methods. Their specialists completed internships in more than ten countries of the world, including the USA, Great Britain, France, Japan and Norway. Starting from October 2023, they organized 50 training events for specialists from 40 rehabilitation departments in different regions of Ukraine.

At the same time, the material and technical base is being updated. Five large-scale projects with a total cost of 3.65 billion hryvnias are being implemented in the Rivne Regional Hospital for War Veterans, the Ivano-Frankivsk Regional Hospital, the Dubeni City Hospital, the Mykolaiv Hospital for War Veterans and the rehabilitation center in Chernihiv. In addition, within the framework of the joint program of the Ministry of Health and the World Bank, three more investment projects are being implemented to strengthen the rehabilitation network — in the All-Ukrainian Medical and Rehabilitation Center “Tsibli”, the Transcarpathian Regional Hospital and the Comprehensive Rehabilitation Center in Volyn.
