In Ukraine, this year, 285.5 billion hryvnias were allocated to social payments

In January – September 2025, the Ministry of Finance of Ukraine timely and fully financed social payments from the state budget in the amount 285.5 billion hryvnias.

For nine months of 2025, the Ministry of Social Policy received 178.2 billion hryvnias from the state budget to finance pensions, allowances and promotions. 48.2 billion hryvnias have been allocated to support citizens in difficult life circumstances, including internally displaced persons.

Another 10.2 billion hryvnias were used to help more than 195 thousand low-income families, and 28.1 billion hryvnias went to benefits and housing subsidies for more than 2.7 million households. 16.8 billion hryvnias were allocated for the social protection of children and families, which made it possible to provide assistance to almost 623 thousand recipients, and 4 billion hryvnias were allocated to support persons with disabilities.

At the same time, the Ministry of Social Policy, Family and Unity of Ukraine together with the European Investment Bank are preparing a pilot program for the development of social housing. Its goal is to create high-quality, affordable and financially stable living conditions for vulnerable categories of citizens, in particular for internally displaced persons.
