Men’s travel abroad: current rules for December

The issue of men going abroad remains one of the most discussed topics among refugees and citizens who find themselves in situations that require them to seek safety or work outside of Ukraine. This becomes especially relevant in the context of martial law, when most men aged 18 to 60 are subject to a travel ban.

However, the government provides exceptions for certain categories of citizens who can cross the border on legal grounds. The rules and conditions are determined by the Decree of the Cabinet of Ministers of Ukraine No. 57. Those who belong to these groups must have with them the relevant documents to confirm their status.

Categories of men who have the right to go abroad

  1. Persons with disabilities. Men with any group of disabilities have the right to leave. It is necessary to provide a document confirming the disability.
  2. Parents raising a child independently. This applies to men who care for a child under 18 or a child with a disability. It is necessary to have documents that confirm the status of a single parent.
  3. Parents with many children. Men who have three or more children under the age of 18 can go abroad. This requires birth certificates and other documents.
  4. Persons caring for relatives with disabilities. These can be men who accompany people with disabilities of the I or II group, or take care of disabled relatives. It is mandatory to have medical reports or other supporting documents.
  5. Men whose children have serious illnesses or disabilities. In such cases, doctors’ opinions and documents confirming the child’s condition are required.
  6. Men removed from military registration due to health. Departure is allowed for those who have medical certificates confirming their unfitness for military service.
  7. Men whose loved ones died in the war. These are citizens whose relatives died or went missing during hostilities. Official documents are required to confirm these circumstances.
  8. Military personnel who leave for treatment. According to the opinion of the Ministry of Health and with the permission of the military departments, such men can cross the border for treatment.
  9. Men permanently living abroad. It is necessary to provide a document on consular registration or a stamp on registration of permanent departure.

Important nuances

A work visa or temporary stay abroad is not considered grounds for permanent departure. To cross the border, you must have all the necessary documents confirming the right to leave.

In December, the rules remain the same, and breaking the border crossing laws can have legal consequences. Therefore, before planning a departure, it is important to consult with lawyers or check current regulations.

Knowing the rules will help avoid misunderstandings and make the process of crossing the border as transparent and legal as possible.
