NABU and SAP exposed the scheme of acquiring state land worth more than 160 million hryvnias
NABU and SAP exposed a scheme for the acquisition and further legalization of 18 hectares of state land with a market value of over 160 million hryvnias.
According to the investigation, a former People’s Deputy from the Party of Regions and two persons related to him, a metropolitan developer with a trustee, and the former head of the regional State Geocadastral Department were involved in the implementation of the facility, according to the investigation. All those involved were notified of the suspicion under Part 5 of Art. 191 and Part 3 of Art. 209 of the Criminal Code of Ukraine.
The investigation established that in the spring of 2021, during a corporate conflict between an ex-deputy and a developer over control of the wholesale market of agricultural products in the suburbs of Kyiv, the latter decided to transfer the market’s assets to controlled individuals and legal entities.
To implement the plan, officials of the Main Department of the State Geocadastre in the Kyiv region made illegal changes to the State Land Cadastre. This allowed the department to dispose of an area of more than 150 hectares where the market was located. Later, part of the land was leased to a company controlled by the developer.
After that, the head of the company gave up part of the leased plots in favor of nine specified persons. Acting the head of the regional Department of the State Geocadastre issued orders in violation of the legislation, on the basis of which these nine persons obtained ownership of 18 hectares of land. Subsequently, these plots were sold to three companies associated with the developer, using fake deeds.
In the process of settling the conflict, the developer and the former deputy of the People’s Republic signed a memorandum on the joint use of the land area, in particular for development. In September 2021, the trustee of the former deputy became one of the beneficiaries of the companies that owned the plots. Further manipulations with the land were blocked by the arrest imposed at the request of the prosecutors of the SAP.
