Ombudsmen of Ukraine and Russia discussed ensuring access to Ukrainian prisoners

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights spent meetings with his Russian colleague Tetyana Moskalkova and Red Cross leaders. The topic of the conversation was ensuring the access of representatives of the International Committee of the Red Cross to all places of detention of Ukrainian prisoners of war.

“Improving the conditions of detention of prisoners of war and their return to the Motherland was the topic of a four-way meeting between me, the Russian Commissioner for Human Rights Tatiana Moskalkova, the head of the delegation of the International Committee of the Red Cross in Ukraine Yurg Eglin and the delegation of the ICRC in the Russian Federation and the Republic of Belarus Boris Michel”, — said Lubinets.

The Ukrainian and Russian sides submitted a report on the transfer of packages and letters for prisoners of war and agreed on the continuation of this humanitarian mission in 2025.

“The Ukrainian side has repeatedly emphasized the need to allow the ICRC to all places of detention of Ukrainian prisoners of war in order to fully ensure the ICRC’s fulfillment of its mandate and the full implementation of the Geneva Conventions.” Lubinets emphasized.

At the meeting, the Ukrainian side once again emphasized the need to create mixed medical commissions to check the condition of seriously wounded and seriously ill prisoners of war with the aim of their priority return to their homeland in accordance with the provisions of the third convention.
