On the portal “ Action” online certification of mine countermeasures operators has started

Starting from September 24, certification processes in mine countermeasures can be completed on the “Action” portal. About this reports the press service of the Ministry of Economy.

The following processes will be automated for mine action operators and organizations seeking to engage in demining: initial certification, re-certification, monitoring, expansion of the scope of certification or extension of its validity, filing of appeals. The part of the stage that will be carried out live is the “on-site assessment”, which involves going out and directly checking the operator’s activities.

The project is implemented by the Ministry of Economy, Environment and Agriculture of Ukraine together with the Ministry of Digital Transformation of Ukraine within the framework of the EGAP Program, which is implemented by the Eastern Europe Fund with the support of Switzerland, as well as the “Action Support Project”. and the Mine Action Project implemented by the UN Development Program in Ukraine with funding from Sweden.

“Online submission of documents and the ability to monitor each stage is a qualitatively different level of certification of mine action operators. In a year and a half, we have established services that simplify processes and make them transparent. Unfortunately, Ukraine is currently one of the most mined countries in the world, so we must do everything possible to scale up and speed up the pace of clearing our lands of mines and other explosive objects. Quick and effective demining is an important priority of the government’s work, – said the Prime Minister of Ukraine, Yulia Svyridenko.

Representatives of certification bodies and mine action operators will have separate offices where each participant can perform their tasks: operators — to submit, sign documents and track stages, and certification bodies — to review them, provide comments and feedback, sign and form decisions on certification stages.

The development lasted more than a year. At the final stage, mine countermeasures operators were involved in its testing, which made it possible to check the functionality before full launch.

During the development process, changes were made to the regulatory framework: the terms for each action are clearly defined — from the consideration of the application to the signing of the act on the services provided. This will speed up the certification process. The final decision will depend on how quickly operators eliminate comments and submit additional documents. In general, the minimum term of certification will be from 1 month.
