Putin said that he will not withdraw troops from Ukraine, but he will not approach Kharkiv
During his visit to Vietnam, Putin made a frank declaration of war on Ukraine, refusing the condition of withdrawing Russian troops from its territory for negotiations.

“If the negotiations are connected with the withdrawal of our troops, which the Kyiv regime dreams of, then, judging by everything, this will never happen, because the Kyiv regime does not want to leave power, does not want to hold normal elections in accordance with the Constitution of Ukraine. That is, they will drag out the cease-fire forever, and they are interested in our troops remaining in these territories, because they are not interested in holding elections“, Putin said
“We do not have the goal of approaching Kharkiv, but Kyiv’s attempts to push the Russian military out of there will cost it dearly. The armed forces of Russia are preparing for all variants of the development of the situation.” Putin emphasized.
Putin also announced Russia’s intentions to supply weapons from North Korea, despite the fact that it does not yet plan to involve its soldiers in the conflict on the Ukrainian front.
In Hanoi, Putin also criticized international sanctions against North Korea, comparing them to the blockade of Leningrad during World War II.
Putin also accused Western countries of “escalation”. He stated that strikes by Western weapons on Russian territory can be called “close to aggression.”
Having finished the meeting with the Vietnamese authorities, Putin signed more than ten important documents, in particular, on the further strengthening of the strategic partnership with the country. The agreements also covered education cooperation and the establishment of a nuclear technology center in Vietnam, underscoring the deep level of cooperation between the two countries.
