Ruslan Stefanchuk announced an open discussion on the draft law on the departure of men under 22 years of age abroad
Chairman of the Verkhovna Rada Ruslan Stefanchuk stated that there will be an open discussion on the draft law that may allow men aged 18 to 22 to travel abroad, with the involvement of parliamentary committees, the military and representatives of civil society.
“Again, we have to correlate all these things with how it will, say, affect how Ukraine will defend itself against aggression by the Russian Federation. The discussion is open, we will wait for the position of the committees, we will communicate with the military, we will communicate with civil society, and then the parliament will make the appropriate decisions”, – noted the Speaker of the Parliament.
Stefanchuk emphasized that such initiatives “should not be an element of some one-day hype”.
“We must always measure them to the extent that they will correspond to Ukraine’s strength on the battlefield, our stability as a state and our determination to achieve peace. Therefore, there will definitely be such discussions on these draft laws, – he added.
At the same time, the speaker of the parliament said that he is more skeptical about the draft law on increasing responsibility for illegal crossing of the border.
“We must be clearly aware that the effectiveness of criminal responsibility should be determined by one thing: how it will affect the improvement of one or another social situation in Ukraine. I don’t see any potential in this yet,” explained Ruslan Stefanchuk.
Let us remind you that on August 12, 2025, the President of Ukraine, Volodymyr Zelensky, instructed the government to consider the possibility of simplifying travel abroad for young Ukrainians by setting the age limit not from 18, but from 22.
