Russia became the first country in the world to officially recognize the Taliban regime after it seized power in Afghanistan in 2021. The Ministry of Foreign Affairs of the Russian Federation announced the official acceptance of credentials from the new ambassador of Afghanistan, effectively recognizing the Taliban government that came to power in August 2021. The statement of the Russian Foreign Ministry refers to the intention to strengthen bilateral relations with Afghanistan, in particular in the areas of combating terrorism, countering drug crime and ensuring security. Opportunities for economic cooperation in energy, transport, agriculture and infrastructure were also emphasized.

“We believe that the official recognition of the government of the Islamic Emirate of Afghanistan will give impetus to the development of productive bilateral cooperation between our countries in various fields,” – stated in the message of the Russian Foreign Ministry.

Commenting on Moscow’s decision, Afghan Foreign Minister Amir Khan Muttaki said:

“We highly appreciate this bold step on the part of Russia, and God willing, it will become an example for others.”

Russian President Vladimir Putin in 2024 described the Taliban as “an ally in the fight against terrorism.” So far, no other country has officially recognized the Taliban government, which seized power after the chaotic withdrawal of American troops in August 2021. Meanwhile, states such as China, the United Arab Emirates, Uzbekistan and Pakistan have already appointed ambassadors to Kabul, a move seen as a possible path to further recognition.
