Support for gifted students: the Ministry of Education and Science clarified who can receive a scholarship under the new rules
Support for gifted students is important for the education system, as it allows students to focus on their studies, maintain academic motivation, and receive state recognition for high performance. For young people with disabilities, such assistance is even more important, as it concerns access to real support tools that affect both learning conditions and a sense of inclusion in the educational space. The Ministry of Education and Science of Ukraine has announced changes to the procedure for assigning state support for gifted students with disabilities.
The Ministry of Education and Science reported that the Cabinet of Ministers has approved amendments to the resolution No. 1312 of December 3, 2009, which was prepared by the ministry. Experts emphasized that the new version of the document expands the possibilities for awarding academic scholarships and at the same time harmonizes the previous norms with the updated legislation in the field of education and social protection.
“The decision expands the possibilities for awarding academic scholarships of the Cabinet of Ministers to gifted students from among persons with disabilities and harmonizes the current norms with the updated legislation in the field of education and social protection,” – the message says.
The most noticeable change is the expansion of the circle of scholarship recipients, since for the first time students of professional pre-higher education institutions and students of vocational education will have the right to such payments.
The ministry separately emphasized that a certain number of academic scholarships have been provided for these categories. Starting from the new academic period, 50 such payments will be awarded to students of professional pre-higher education institutions, and another 30 to students of vocational education.
The department reported that the new scholarships will begin to be awarded on September 1, 2026. The amount of the payment will be 8,000 hryvnias, so the decision will take practical effect with the start of the new academic year.
“For the first time, applicants for professional pre-higher and vocational education will be able to receive such scholarships. These are 50 academic scholarships for students of professional pre-higher education institutions and 30 academic scholarships for applicants for vocational education. The decision strengthens targeted support for applicants for education with disabilities and expands their access to state instruments of academic encouragement,” – explain the Ministry of Education employees.
From the ministry’s explanation, it follows that attention was focused on targeted support for applicants for education with disabilities and on expanding access to state mechanisms of academic encouragement. The updated resolution was submitted to the Ministry of Education and Science as a solution that simultaneously opens up new opportunities for some students and brings the procedure for calculating scholarships into line with current legislation.
