The Cabinet of Ministers approved the draft law on increasing State Budget expenditures in 2025 by 317 billion hryvnias
The Cabinet of Ministers of Ukraine has approved a draft law that provides for an increase in the total amount of State Budget expenditures for 2025 by 317 billion hryvnias. Additional funds will be used to finance the security and defense sector, reported Deputy Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy Yaroslav Zheleznyak.
According to the text of the draft law, the total volume of expenditures is planned to increase from 4.337 trillion hryvnias to 4.654 trillion, that is, by approximately 317 billion. At the same time, spending on the defense sector may increase even more, as the government intends to partially cut funding for certain programs in order to increase resources for security.
In addition, the document provides for an increase in the State Budget revenue plan by 20 billion hryvnias and an expansion of the limit of the budget deficit by 294 billion. The Verkhovna Rada plans to consider and approve changes to the budget in the period from October 21 to 23. This should be done before the beginning of November so that the government can finance payments to military personnel in a timely manner.
The question of sources of financing additional expenses remains open. The text of the draft law does not specify where exactly the state will receive these funds. The government is counting on the help of international partners, in particular the European Union. It is about the possibility of directing part of the funds that Ukraine receives under the ERA Loans program (loans secured by frozen Russian assets) to defense needs.
Also, reductions in other budget programs can be an additional source. To this end, the government proposes to introduce amendments to the law on the State Budget, which will give the Cabinet of Ministers the right in November-December 2025, based on the results of the monthly budget implementation report, to independently make decisions on reducing the expenditures of certain programs and redirecting funds to finance the Ministry of Defense.
