The Cabinet of Ministers approved the Procedure for Medical Evacuation of Military Personnel

Cabinet of Ministers of Ukraine confirmed new Procedure for medical evacuation for servicemen who were injured or fell ill as a result of Russia’s armed aggression against Ukraine. The solution improves the current mechanism and allows for more efficient delivery of wounded soldiers to institutions where specialized medical care is provided.

Previously, such a practice was applied in individual directions through agreements between units and hospitals, but now it is becoming mandatory for the entire system of military medical support.

The new model envisages that, in certain cases, patients will be immediately evacuated to those medical facilities that have specialists and resources to provide the necessary care, bypassing unnecessary stages. This will reduce the time of transportation, reduce the risk of infectious complications and provide the appropriate level of medical care as soon as possible.

Targeted evacuation is critical for the injured with traumatic brain injuries, complex fractures, burns, internal injuries, injuries of large vessels and other dangerous conditions. In such cases, delay or multi-stage transportation can greatly complicate the condition or even lead to disability.

Evacuation will take place to supercluster and cluster hospitals, state health care institutions that have contracts with the National Health Service of Ukraine, as well as to private medical institutions, if they have agreed to participate in the program. In such institutions, the availability of free beds will be monitored, which will make it possible to quickly determine patient routes and avoid overloading individual medical institutions.

The process is coordinated by the Ukrainian Scientific and Practical Center of Emergency Medical Aid and Disaster Medicine of the Ministry of Health. He will determine where exactly to send patients, organize interaction with regional centers of emergency medical care and be responsible for proper logistics. It is the regional EMD centers that will carry out the transfer of the wounded, using their own resources and experience.
