The Cabinet of Ministers plans to introduce one-time cash assistance for citizens of vulnerable categories to get through the winter period

The Cabinet of Ministers plans to introduce a one-time cash assistance for certain categories of the population within the framework of the “Warm Winter” program for the period 2025-2026 in the amount of 6.5 thousand UAH. This is stated in the draft resolution published for public discussion on the website of the Joint Representative Body of Trade Unions.

The purpose of the document is state support for children under guardianship or care, children with disabilities who are raised in family-type orphanages and foster families, children from low-income families, children and persons with disabilities of group I among internally displaced persons, as well as single pensioners during the winter period.

It is envisaged that the funds will be transferred to a current account with a special regime use or on a virtual “Action.Card” and will be available within 180 days from the date of enrollment.

According to forecasts, the following will receive assistance:

  • 40,900 children under guardianship or care (265.9 million UAH),
  • 1 thousand orphans and children with disabilities in family-type orphanages and foster families (6.5 million UAH),
  • 12,800 internally displaced persons with disabilities of group I and 252,898 children (1.7 billion UAH),
  • 335,863 children from low-income families (2.2 billion UAH),
  • 17,500 single pensioners who receive a care allowance (113.8 million UAH).

In total, more than 660 thousand people are to receive support, and about 4.3 billion are planned to be allocated for the program UAH.
