The Cabinet of Ministers suspended the tenders in Prozorro to transfer the port of Chornomorsk to a concession for 40 years

The Cabinet of Ministers of Ukraine adopted Resolution No. 1613 of December 9, 2025, which temporarily suspended the mandatory conduct of concession tenders through the Prozorro electronic system for large projects. This decision was published on the government portal.

The document makes changes to the Procedure for Conducting Concession Tenders in the Electronic Trading System. It was previously planned that from January 1, 2025, all concession competitions, competitive dialogues and publication of documents for direct negotiations with tenants of state property should be held exclusively through Prozorro. This guaranteed transparency, competition and state control over large state property.

Currently, the Cabinet of Ministers has postponed the start of this norm for two years – until January 1, 2027. This allows for a more flexible approach to the procedure for transferring the port of Chornomorsk to a concession for a period of 40 years, taking into account the preparation of documentation and attracting investors.

Such a step could accelerate the process of investments in port infrastructure and promote the development of logistics on the Black Sea coast, while at the same time causing risks to transparency and control due to a temporary pause in the Prozorro system.
