The State Customs Service launches large-scale employee certification
The State Customs Service of Ukraine has officially begun a one-time certification of customs officials. The check is to establish whether employees meet their positions, as well as assess their professional competence and integrity within the framework of the customs reform. This was reported by SMS.
The start of the procedure was approved by the Order of the State Customs Service No. 2400 of May 14, 2026 “On the Start of a One-Time Certification of Customs Officials”.
By July 13, certification commissions are planned to be formed. Representatives of international organizations will be involved in their composition to ensure transparency of the process and compliance with European assessment standards.
The practical stage of certification should begin in September 2026. The procedure will include testing for knowledge of Ukrainian legislation, checking general abilities, and an interview to assess integrity and professional competence.
The certification will be conducted in two stages. During the first 18 months, it must be passed by deputy heads of the State Customs Service, heads of structural units of the central apparatus, heads of customs offices and their deputies.
For other officials of customs authorities, the maximum period for passing the certification will be 36 months.
The State Customs Service emphasized that refusal to undergo certification, failure to submit an application for participation or an unsatisfactory result may be grounds for dismissal from civil service.
The procedure is carried out in accordance with Law No. 3977-IX on the reform of customs authorities and Cabinet Resolution No. 1100, which determines the procedure for assessing the integrity and professional competence of customs officers.
The State Customs Service has also completed the creation and configuration of an IT solution for the Help desk contact center. The launch of the Contact Center is scheduled for early April 2026.
