The European Commission conducted a technical evaluation of projects for the reconstruction and development of Ukraine

The European Commission, together with the Government of Ukraine and financial institutions, carried out a technical assessment of reconstruction and development projects submitted for financing within the Ukraine Investment Framework (UIF). This was reported by the Ministry of Development of Communities and Territories.

This stage has become key in the application review process, as it involves a thorough analysis of all components — from purpose and geography to cost, stages of implementation and main elements of projects.

Ministry of Regions, which is responsible for regional policy and support of front-line territories, has been identified by the relevant ministry for three priority areas of reconstruction: housing, transport and municipal infrastructure. During the technical assessment, Deputy Minister Maryna Denisyuk supported the need to attract funding for a number of important initiatives.

Within the framework of the EIB project “Social housing” (tranche I), the construction of housing for 1,500 families of internally displaced persons and the creation of an institutional, financial and operational base for the systematic provision of social and affordable housing are provided. In parallel, testing of new institutional models for municipalities is planned.

Another EIB project – “Restoration of water supply and drainage” – is aimed at modernizing water supply systems, treatment and pumping stations, as well as reconstruction of sewage networks in affected regions and in places where a significant number of IDPs live. At the same time, within the framework of the World Bank initiative “Restoration of the main logistics infrastructure and connection to the network (RELINC)”, the reconstruction of key road and railway routes, as well as the modernization of border checkpoints, is planned.

“For us, it is critically important that all these projects — from social housing and restoration of water supply to reconstruction of logistics infrastructure — are approved and receive funding within the framework of the Ukraine Investment Framework mechanism. Separately, I would like to emphasize the importance of implementing a pilot project on the construction of social housing for IDPs.

Its implementation will lay the foundation for a new model of the long-term housing rental market and will become one of the tools to meet people’s basic needs. Every investment project adheres to the principles of transparency and accountability, complies with international energy-efficient, ecological and social norms, as well as the priority directions of reconstruction,” Deputy Minister Maryna Denisyuk stressed.
