The first AI-powered civil service has appeared in Ukraine

The first state service that uses artificial intelligence for automatic preliminary verification of documents has been launched in Ukraine. It is about the process of issuing a veterinary license through the “eDozvil” system, informs press service of the Ministry of Economy, Environment and Agriculture of Ukraine.

If an application is submitted through the “Diya” portal, the “eDozvil” system checks documents, helps state experts in making decisions, and returns information about the results of the review directly to “Diya”.

“For business, it means less bureaucracy and a faster start, for the state, it means higher quality of decisions.” — stressed Oleksiy Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

Artificial intelligence analyzes submitted documents for completeness, presence of necessary information, as well as absence of errors and discrepancies. This reduces the number of refusals, speeds up the application review process and allows state experts to focus on other tasks. Obtaining a veterinary license is now available online — without paper documents, queues and reduced risk of corruption. Information is processed exclusively within the borders of Ukraine in compliance with all applicable cyber security requirements.

“There are tasks in the public sector that no one wants and should not do manually, but they critically affect the result. The AI module takes over this layer of work and allows experts to make decisions faster and more confidently.”, — explained Oleksandr Tsybort, Deputy Minister of Economy, Environment and Agriculture of Ukraine for Digital Development, Digital Transformations and Digitalization.
