Prosecutors of the General Prosecutor’s Office together with investigators of the National Police of Ukraine reported on the suspicion of the former head of the Central Medical and Social Expert Commission of the Ministry of Health of Ukraine and seven other members of an organized group of abuse of office and forgery of official documents.
According to the investigation, the ex-head of the Central MSEK systematically issued inspection reports and certificates of disability to persons who had no legal grounds for this. The organized group included his deputy – a practicing lawyer, a doctor, four members of the commission, as well as one of the family doctors of the KNP “Center for primary medical and sanitary care of the Darnytskyi district of Kyiv”.
The members of the group, as established, produced and registered known forged referrals of medical and advisory commissions. On their basis, disability was established, relevant documents were drawn up, certified by the signatures and seal of the Central Committee of the Russian Federation, after which individuals received the right to social benefits and benefits.
In 2024-2025, at least 14 persons were illegally registered as disabled in this way. Based on these falsified decisions, the Pension Fund of Ukraine made payments of over 2.8 million hryvnias, which caused losses to the state budget.
The actions of the suspects are classified under Part 3 of Art. 28, Part 2 of Art. 364 of the Criminal Code of Ukraine — organization and abuse of official position as part of an organized group, as well as under Part 3 of Art. 28, Part 1 of Art. 366 of the Criminal Code of Ukraine — organization and official forgery. At the moment, a petition has been prepared for the selection of precautionary measures for all those involved in the case.
As part of the investigation, the identification of other persons who may be involved in the illegal scheme is ongoing, as well as the circle of citizens who could have received certificates of disability without legal grounds is being checked.
The pre-trial investigation is carried out by investigators of the Main Investigative Department of the National Police of Ukraine under the procedural guidance of the Prosecutor General’s Office and under the operational support of the Department of Internal Security of the National Police.
