The government has approved a support package covering 230 communities in frontline regions. This was announced by Prime Minister of Ukraine Yulia Svyrydenko
She noted that frontline regions remain one of the main directions of state policy, as about 6.6 million citizens live in these territories and they form the country’s protective belt.
According to the head of government, during the year, members of the government team visited all frontline regions in order to work with communities and businesses to develop targeted solutions. As a result, the assistance covered 230 communities.
In the field of healthcare, the reducing wage coefficient for medical workers in frontline communities has been abolished. In 2026, primary care doctors in these territories will be able to receive a salary of up to 35 thousand hryvnias. The state also provided monthly additional payments of 4 thousand hryvnias for 25 thousand teachers.
Significant funds have been allocated to the safety of the educational process. In 2025, the construction of 96 underground shelter schools in frontline regions was financed. For the first time, the draft state budget for next year provides for 1 billion hryvnias for the construction of shelters in preschool educational institutions. In addition, since September, all students in grades 1–11 in frontline communities have been provided with free meals.
To ensure the stable operation of heat supply systems, the government has established a special reduced tariff for natural gas for cogeneration plants in frontline regions – 19 thousand hryvnias per thousand cubic meters.
A separate block of decisions concerns business support. The state policy “Made in Ukraine” has been adapted to the operating conditions of enterprises near the combat line, taking into account increased security and financial risks. For critical enterprises, full reservation of employees has been introduced. The program “Affordable Loans 5–7–9%” has been expanded: a rate of 1 percent has been set for investment loans in front-line regions, and their validity period has been extended until the end of 2027.
A grant program has also been launched for the restoration of processing enterprises that have been damaged by shelling. Businesses can receive up to 16 million hryvnias for the purchase of equipment. By the end of the year, 16 applications were approved, of which 13 have already been financed for a total amount of 148.8 million hryvnias. From January 1, the mechanism for insurance of property against military risks comes into effect: for enterprises in high-risk zones, the amount of compensation can reach 10 million hryvnias.
Support has also been expanded for the agricultural sector. On irrigated lands, the share of state participation in investments in gardens and greenhouses has been increased, and a subsidy of 1 thousand hryvnias per hectare of sown land has been introduced.
Within the framework of social protection programs for frontline communities, there is a moratorium on disconnecting water and electricity supplies for arrears. During the heating season, the state compensates for 100 kWh of electricity per person per month.
A total of 282 thousand families received cash assistance in the amount of 180 million hryvnias. In addition, over 273 thousand households received 19,400 hryvnias each to purchase firewood for the winter.
Yulia Svyrydenko emphasized that frontline territories will continue to remain the focus of state attention. The State Budget provides for 10.4 billion hryvnias in subsidies for these regions, as well as 30.4 billion hryvnias to compensate for the loss of income of communities caused by the war.
