The head of the State Tax Service promises regulatory changes to reduce the number of blocked invoices
Doing business in the conditions of war became a real test for Ukrainian entrepreneurs. Constant threats, economic instability, lack of predictability in the market and difficulties with logistics force many to close their businesses. At the same time, those who try to hold back face numerous bureaucratic problems, among which the issue of blocking tax invoices remains particularly painful. One of the main complaints from the business community is the unfair blocking of invoices and the entry of businesses into the list of risky enterprises. However, recent changes in the work of the State Tax Service of Ukraine give hope for an improvement in the situation.
Head of the State Tax Service of Ukraine Ruslan Kravchenko reportedthat since the beginning of the year, the rate of blocking of tax invoices has decreased to 0.5%. This was the first result of the implemented changes aimed at combating unjustified blocking. At the same time, almost 5,700 enterprises were excluded from the list of risky business entities. This is a positive signal for business, which has long demanded transparency and reduced administrative pressure.
One of the important steps was the creation of consultation centers where entrepreneurs can get all the necessary help in solving issues related to the blocking of invoices. By the end of the week, such centers will be operational in the regional offices of the DPS, in which 5-10 specialists will work, who will provide explanations on the algorithms of the risk assessment criteria monitoring system (SMCOR), submission of data tables, as well as procedures for excluding enterprises from the list of risky and unblocking tax invoices.
According to Ruslan Kravchenko, one of the main reasons for the blocking of invoices is the lack of a data table in enterprises that manufacture products or provide services. The largest number of such unaccounted for tables was recorded in Dnipropetrovsk, Kyiv, Vinnytsia regions and Kyiv. The head of the DPS instructed the regional administrations to actively inform entrepreneurs about the need to submit data tables to avoid blockages.
Another important issue is excessive bureaucracy when considering the riskiness of taxpayers. In some places, companies are forced to submit hundreds of pages of documents, which often do not relate to the transaction or the company’s activities at all. Ruslan Kravchenko stated that this practice will be put an end to, and all decisions will be made only after a comprehensive assessment of the payer’s activities.
In addition, according to him, the state tax service is also working on regulatory changes aimed at reducing the number of blocked invoices. In particular, it is planned to improve the criteria for unconditional registration of invoices and indicators of a positive tax history, as well as to simplify the mechanism for submitting data tables. All this should create more predictable conditions for doing business and minimize risks for entrepreneurs who work transparently.
Ruslan Kravchenko emphasized that he will personally check how these changes work in the regions in the near future. His position is clear: business should work comfortably, without unnecessary obstacles and blockages. The introduced reforms are designed to create favorable conditions for entrepreneurial activity, so that even in the difficult conditions of the war, the Ukrainian economy could develop and maintain the stability of the state.
