The law on the Bureau of Economic Security was adopted: what will change

On June 20, the parliament passed a law providing for the restart of the Bureau of Economic Security (BEB). The text of the law refers, in particular, to the department’s personnel policy – the conditions for the selection of managers and employees of the bureau.

“Law No. 10439 on the restart of the BEB was adopted as a whole. In favor – 239”, – People’s Deputy Yaroslav Zhelezniak said in his Telegram channel

Zheleznyak noted that the text of the approved draft law was agreed with international partners. The law provides for the independent selection of a new head of the BEB, re-certification and personnel selection.

“With the participation of foreign experts and representatives of Ukrainian business. It could have been better, but significant progress has already been achieved. Two years from the idea to the law. You can’t even imagine my emotions now.” – the deputy shared.

As a reminder, the BEB of Ukraine was created in 2021 as a law enforcement agency to protect the economic security of the state (financial police).

The purpose of BEB is to combat economic crimes against the state through the implementation of law enforcement, analytical, economic, informational and other functions.

From April 2024, acting Serhiy Perhun is the director of the BEB, and Andriy Pashchuk is the deputy director.

At the end of 2022, a Temporary Investigative Commission was established in the Verkhovna Rada to investigate possible violations of the law by BEB officials.

At the beginning of 2023, two BEB detectives were arrested on suspicion of “covering” a gambling business and illegal trade for improper remuneration. Already on February 20, the Committee of the Verkhovna Rada on Finance, Tax and Customs Policy recognized the work of the leadership of the Bureau of Economic Security as unsatisfactory. Deputies recommended the Cabinet of Ministers to take appropriate measures to restart the work of the BEB.

In the Anti-Corruption Center stated, that the Cabinet of Ministers and the Verkhovna Rada are disrupting the reform of the Bureau of Economic Security at the behest of the head of the President’s Office, Andriy Yermak. The final text does not take into account the norms and amendments that ensure the independence of the composition of the attestation and personnel commissions, reports the Central Committee.
