The Ministry of Digital Transformation officially denied plans to send summonses via the “Diya” application
The Ministry of Digital Transformation officially announced that it does not plan to implement the functionality for sending summonses in the public services application “Diya”. The development of such tools is not underway and is not part of the team’s plans for the future. This message is intended to dispel rumors about the expansion of mobilization services within the digital services ecosystem.
At the same time, a new useful option has appeared in the specialized application of the Ministry of Defense “Reserve+” since the beginning of 2026. Now users can enable notifications that the territorial recruitment and social support center has sent a paper summons by registered mail via Ukrposhta.
This function helps conscripts receive timely information about their status and avoid legal misunderstandings.
“The Ministry of Digital Affairs team is not working on implementing summons and does not plan to add such functionality in the future,” the press service of Diia noted.
This position of the ministry has remained consistent since the entry into force of the updated law on mobilization in May 2024. Recall that the main array of digital services for military conscripts is concentrated in the “Reserve+” application, which allows you to quickly update personal data in the “Oberig” registry. According to official data, in just the first two months of the program’s operation, almost 4.7 million citizens updated their data on time.
“The Reserve+ application was created specifically to make the military registration procedure as convenient and transparent as possible for every Ukrainian”, the department emphasized.
The development of digital tools is accompanied by constant updates to the functionality. In particular, the system already has the ability to upload reservation data directly to an electronic military registration document. This allows conscripts to have up-to-date information at hand without having to visit government institutions in person.
In general, the reform of mobilization processes continues in accordance with the legislation adopted by the Verkhovna Rada and signed by the President in the spring of 2024. The introduction of new notifications in specialized programs aims to simplify communication between the state and citizens, while maintaining a clear division of functions between civilian and defense digital services.
