The Ministry of Economy announced the number of reservations for mobilisation

To date, 906,000 Ukrainian citizens have been exempted from mobilisation. This was stated by Minister of Economy Yulia Sviridenko in an interview with Forbes Ukraine.

She noted that over the entire period of the full-scale war, the number of people liable for military service with reservations did not exceed 950,000. Rumours of more than a million reservations arose due to ‘duplication’ of data, as some companies submitted applications in both paper and electronic formats (via the Diia platform).

Svyrydenko also stressed the need to add transparency and streamline the booking process, with the government considering changes to the procedure, such as the inclusion of a salary priority criterion.

Earlier, a number of media outlets, such as Ekonomichna Pravda and Page, reported that the government had suspended the criteria and regulations for determining critical enterprises until 15 November 2024. President Volodymyr Zelenskyy expressed his dissatisfaction with the number of reservations.

Deputy Minister of Defence Ivan Havryliuk denied that the reservations had been suspended, saying that an audit of critical enterprises was planned by 15 November.

In addition, the Ministry of Economy and the Ministry of Defence are preparing a draft decision that will include

  • a procedure for verifying the validity of reservations for persons liable for military service;
  • cancellation of the deferral from mobilisation in case of unjustified reservations.
