The Ministry of Education and Science of Ukraine has approved new recommendations for the assessment of students in grades 5-9

Ministry of Education and Science of Ukraine announced on the approval of new recommendations regarding the assessment of students of grades 5-9 in accordance with the state standard. They include a four-level assessment system on a 12-point scale and a new form of Student Achievement Certificate, which provides a comprehensive description of educational achievements. The innovations are aimed at improving the approaches to the evaluation of learning results, ensuring the transparency and objectivity of the evaluation, as well as taking into account the individual educational needs of each student.
Evaluation system
According to the new recommendations, the MES implemented a four-level evaluation system on a 12-point scale:
- Initial level (1-3 points)
- Average (4-6 points)
- Sufficient level (7-9 points)
- High level (10-12 points)
Each level contains three points, which ultimately form a 12-point scale. The guidelines provide a detailed description of each score, helping teachers clearly determine student achievement.
Certificate of achievement
The new form of the Student Achievement Certificate consists of two parts:
- Characteristics of educational activity – there are no points in this section. Teachers determine the level of development of certain skills according to the following categories: “Has significant success”, “Demonstrates noticeable progress”, “Requires attention and help”. This section is completed by the class teacher or collegiate teachers and reflects the cross-cutting skills of students, such as reading comprehension, expressing one’s own opinion, critical thinking and initiative.
- Characteristics of learning outcomes – in this section, points are awarded for academic subjects/integrated courses per semester and per year. First, the teacher assigns points for separate groups of learning outcomes, which are defined in the State Standard of Basic Education, and then outputs the overall grade for the semester.
For example, the following groups of learning outcomes are distinguished in the Ukrainian language:
- Communicates verbally
- Works with text
- Interacts in writing
- Researches speech
The Ministry emphasizes the importance of flexibility in assessment approaches depending on the educational needs of students and educational programs of institutions. Considering the different educational needs of students and possible educational losses, teachers are advised to adapt assessment methods according to individual needs.
The Certificate of Achievement form is available for download in DOCX and PDF formats via the links on the website of the Ministry of Education and Culture. Educational institutions can make changes to the certificate to best suit the educational program and the needs of students.
According to the Ministry of Education, the new recommendations regarding the assessment of students in grades 5-9 are aimed at improving the quality of education, ensuring transparency and objectivity of assessment, as well as taking into account the individual needs of each student. Thanks to the introduction of the new evaluation system and the form of the Certificate of Achievement, the educational process will become more structured and understandable for all participants of the educational process.
