The number of fraudulent cases in Ukraine is almost 65 thousand and still exceeds the pre-war level

In 2024, almost 65,000 criminal proceedings were opened in Ukraine under Article 190 of the Criminal Code of Ukraine (“Fraud”), which is 21% less than in 2023. However, this figure is still 2.7 times higher than the figures recorded before the start of full-scale war. About this informs Опендатоб

In 2023, a record number of fraud cases was recorded – 82,609, which significantly exceeded previous years. In 2024, the number of such cases decreased to 64,978. During the year, the pace of opening new proceedings fell significantly: if in the first quarter, about 8,000 cases were opened every month, then by the end of the year, this figure dropped to 3,300.

A positive trend is the increase in the share of cases that reach court. In 2024, 15,607 cases were brought to court, which is 24% of the total number. For comparison, in 2022 and 2023, this indicator did not exceed 18%.

Indicators of the number of fraudulent cases in recent years show significant fluctuations. In the pre-war year 2021, only 23,847 cases were opened, and in 2022, amid the war, this number increased to 32,086. In 2023, there was a sharp jump to 82,609 cases.

Despite the decrease in the number of new proceedings in 2024, the problem of fraud remains relevant, and the indicators significantly exceed the pre-war level. However, the improvement in the effectiveness of investigations and the increase in the proportion of cases that reach the courts indicate progress in the fight against this type of crime.
