The Office of the President published the Paris Declaration on Security Guarantees for Ukraine

The Office of the President of Ukraine published the text of the Paris Declaration, adopted following the meeting of the “Coalition of the Willing”, which took place on January 6 in the French capital with the participation of Ukraine and the United States of America. As reported in the OP, the document is dedicated to the formation of reliable security guarantees for achieving a strong and lasting peace in Ukraine.

The declaration emphasizes the shared commitment to a just settlement in accordance with the principles of the UN Charter and notes the progress achieved during consultations between the American, Ukrainian, European parties and other partners.

The text states:

“We all emphasized our commitment to a just and lasting peace in Ukraine in accordance with the principles of the UN Charter and welcomed the progress achieved, in particular during discussions between the Americans, Ukrainians, Europeans and other partners. In particular, the Coalition has clearly stated that Ukraine’s ability to defend itself is crucial to ensuring Ukraine’s future security and collective Euro-Atlantic security. We confirmed that ensuring sovereignty and lasting peace in Ukraine must be an integral part of a peace agreement and that any settlement must be underpinned by credible security guarantees for Ukraine.

The parties also recorded their readiness to make political and legally binding commitments regarding a system of security guarantees that should come into effect after the ceasefire regime enters into force, complementing existing bilateral security agreements and taking into account national legal and constitutional procedures.

According to the text of the declaration, this refers to participation in the US-proposed ceasefire monitoring and verification mechanism, within which the “Coalition of the Willing” will be represented in the Special Commission to consider violations and determine responsibility. Separately, the intention to continue long-term military support for the Armed Forces of Ukraine, which are considered a key element of defense and deterrence, was confirmed.

The document also provides for the formation of a multinational force for Ukraine, with contributions from the participating countries of the Coalition, to support the restoration of the Armed Forces of Ukraine and ensure deterrence after a reliable cessation of hostilities. The implementation of these measures is planned under European leadership with the involvement of non-European partners and the proposed support of the United States. In addition, the parties declared their readiness to provide assistance to Ukraine in the event of a new armed attack by Russia, including military capabilities, intelligence and logistical support, diplomatic steps and additional sanctions, as well as their intention to deepen long-term defense cooperation.

According to the Office of the President of Ukraine, the participants agreed to create a US-Ukraine-Coalition coordination group, which will work at the Coalition’s operational headquarters in Paris.
