IDPs will be able to receive subsidies for rent: conditions announced

The Cabinet of Ministers of Ukraine has introduced an experimental program of providing subsidies to displaced persons for renting housing in nine front-line regions. About this reported representative of the government in the Verkhovna Rada, Taras Melnychuk.

The program will last two years and will cover Chernihiv, Sumy, Kharkiv, Zaporizhzhya, Mykolaiv, Dnipropetrovsk, Luhansk, Donetsk and Kherson regions, with the exception of territories where hostilities are taking place or which are under temporary occupation.

The subsidy will be calculated according to the social norm of 13.65 m² per family member, but not less than 35.22 m² for the whole family. Importantly, the subsidy will not be awarded if the rental costs exceed 30% of the total family income.

In order to receive a subsidy, it is necessary to conclude an official lease agreement with the home owner registered in the database of the Pension Fund of Ukraine. Receiving this subsidy does not limit the right to another subsidy to pay for housing and communal services.

It should be noted that according to the International Organization for Migration, about 60% of displaced persons spend more than half of their income on housing rent, which on average is 8,500 hryvnias, including utilities. Prime Minister Denys Shmyhal previously emphasized that, despite the fact that in 2025 there are no plans to increase assistance for displaced persons, they will be able to receive subsidies for housing rent.
