The owner of Vodafone Ukraine spent 4 billion hryvnias on the purchase of a state-owned titanium production company

The new owner of OGHC was the company “Tsemin Ukraine”, which is a structural unit of the Azerbaijani Neqsol. This company, which belongs to Azerbaijani businessman Nasib Hasanov, turned out to be the only participant in the auction for the privatization of JSC “United Mining and Chemical Company”. The international group of companies Neqsol Holding transferred 3.938 billion hryvnias to the state budget of Ukraine as part of the privatization of the joint-stock company “United Mining and Chemical Company” (OGHC). The new owner plans to carry out a large-scale modernization of the enterprise with the involvement of leading international partners, as reported by the holding’s press service.
“Neqsol Holding is taking the necessary steps required by law to complete the privatization process. As a strategic investor, we have already started negotiations with several specialized companies from the USA, Australia, Great Britain and Canada to attract the best global experience to form the new strategy of OGHC. This strategy will include fulfillment of privatization obligations, large-scale modernization and expansion in international markets”, – noted the regional director of Neqsol, Volodymyr Lavrenchuk.
According to the terms of privatization, the Azerbaijani investor is obliged to invest at least 400 million hryvnias in OGHC.
Neqsol is an international group of companies operating in 11 countries and headquartered in Amsterdam, Baku and Kyiv. It is fully owned by Nasib Hasanov from Azerbaijan. The group began its activities in the oil and gas sector in the early 1990s, combining its businesses within two companies – Nobel Oil E&P, which is engaged in exploration and production, and Nobel Energy, which provides services for oil and gas operators.
In 2005, Neqsol entered the telecommunications market by acquiring Bakcell in Azerbaijan, and in 2019 it acquired Vodafone Ukraine, the second largest mobile operator in the country.
The holding also operates in the field of construction services and materials, including the production of cement and related materials. Founded in 2013, Norm is the largest cement producer in the South Caucasus.
“United Mining and Chemical Company” includes two branches: the Vilnohorsk Mining and Metallurgical Plant, which develops the Malyshevskoye deposit in the Dnipropetrovsk region, and the Irshan Mining and Processing Plant, which operates at the Mezhirychny deposit in the Zhytomyr region. According to the estimates of the current management, the Vilnohorsk plant has stable prospects for work until 2030, and the Irshansky plant – for at least another 15 years.
