Ukrainian refugees

The President of the Czech Republic decided to extend the protection for Ukrainian refugees

For Ukrainians who found refuge in Europe because of the war, any changes in the legislation of the countries that accepted them can have a significant impact on the future. Continuation of temporary protection, simplification of living conditions or, on the contrary, strengthening of integration requirements determine how stable their life abroad will be. One of the important decisions was that on February 6, 2025, the President of the Czech Republic, Petr Pavel, signed amendments to the law that expand protection for Ukrainian refugees. It is reported on website of the head of state.

Major changes in the law

First of all, the new law enables Ukrainians who have been living in the Czech Republic for more than two years to obtain a special permit for long-term residence. However, several criteria must be met for this:

– have housing;
– to be economically independent, i.e. not to receive social benefits provided for refugees;
– for children, studying in a Czech school is a mandatory condition.

This decision is important for many Ukrainians who plan to stay in the Czech Republic for a long period, because it allows them to move from a temporary status to a more stable legal position.

Amendments to the law also provide for stricter requirements for Russians who want to obtain Czech citizenship. From now on, they can apply only after officially renouncing Russian citizenship and providing relevant evidence. Some exceptions are possible, for example, for persons seeking political asylum.

In addition, the law introduces criminal liability for unauthorized activity in favor of a foreign state. If such actions are committed in peacetime, the violator may face up to 5 years in prison, and in wartime – up to 15 years.

The significance of the legislative change for Ukrainians

The continuation of protection in the Czech Republic is part of the European Union’s broader policy of supporting Ukrainian refugees. On June 25, 2024, the EU Council decided to extend temporary protection until March 4, 2026 for more than 4 million Ukrainians. The Czech Republic, as one of the countries that accepted a large number of Ukrainians, adapts its legislation in accordance with this decision.

Expectations after the adoption of the law:

  1. Longer residence prospects – now those who have lived in the Czech Republic for more than two years and have stable conditions can get a long-term residence permit.
  2. The importance of independence – the absence of dependence on social assistance is a key criterion for further legal stay.
  3. The role of municipalities – local authorities will play an important role in supporting integration, particularly through educational programs and employment promotion.

Thus, the Czech authorities are demonstrating their desire to support Ukrainians who have already adapted to life in the country, while at the same time strengthening the requirements for Russian citizens and fighting potential security threats. For Ukrainian refugees, this decision opens up new opportunities for longer and more stable residence, and also indicates the need for active integration into society.
