On September 3, the President of Ukraine Volodymyr Zelenskyi signed the laws launching Defense City – a special legal regime to support Ukrainian enterprises of the defense-industrial complex. This was reported by Defense Minister Denys Shmyhal.
On August 21, people’s deputies voted for two documents: No. 13420 “On Amendments to the Tax Code of Ukraine and other laws of Ukraine regarding support for enterprises of the defense-industrial complex” and No. 13421 “On Amendments to Chapter XXI “Final and Transitional Provisions” of the Customs Code of Ukraine regarding the support of enterprises of the defense-industrial complex. The website of the Verkhovna Rada states that the draft laws were returned with the signature of the President of Ukraine.
The head of the Ministry of Defense reminded that Defense City provides a number of benefits for manufacturers of weapons and military equipment. Among them – exemption from income tax under the condition of reinvestment, from land and property taxes in case of use of facilities in production, from environmental tax, as well as simplification of customs procedures and regime of international transfer of defense products. The state also supports a special procedure for relocation and measures to increase the protection of production facilities.
“OPC manufacturers that are of strategic importance for the state’s defense capability and meet the requirements of transparency will be able to openly join Defense City. We are creating even more favorable conditions for Ukrainian gunsmiths. We act quickly and encourage our manufacturers to do so. Our weapon is our intelligent power, Denys Shmyhal stressed.
