The process of implementing the state subvention for housing for family-type orphanages is underway in Ukraine

In the context of the war in Ukraine, many social programmes are facing new challenges.

In particular, the provision of housing for family-type children’s homes (FTH), which is part of the state policy to support orphans and children deprived of parental care, remains an important issue. The war has heightened the need to provide these children with stable living conditions, which requires active action by the state and local authorities. The process of implementing the state subvention for housing for the children of the Temporary Accommodation Facilities is currently one of the key areas of this work.

Meeting of the Coordination Centre

During the last meeting of the Coordination Headquarters for the Protection of Children’s Rights under Martial Law, chaired by Deputy Head of the Presidential Office Iryna Vereshchuk, the status of the programme to provide housing for family-type children’s homes was discussed. The main topic of discussion was the search for and purchase of housing for these homes, as well as the resolution of financing issues. This is stated in the report of the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine.

Current state of affairs in the regions

Representatives of the regions reported on progress in finding suitable housing for family-type children’s homes. This process is currently underway in the regions where local authorities are working to identify suitable facilities. This is an important step in providing children with comfortable living conditions, which is critical in times of war.

Financing and reallocation of funds

One of the key aspects discussed at the meeting was the funding of the programme. The possibility of redistributing funds between regions was considered to provide those areas that need additional funding. This approach will make it possible to use budget resources more efficiently and provide housing for families taking care of children more quickly.

The Cabinet of Ministers’ resolution and its implementation

The implementation of the housing subvention for the FTOs is based on the Resolution of the Cabinet of Ministers of Ukraine No. 1055 of 13 September 2024. This resolution provides for the distribution of subventions from the state budget to local budgets for the purchase of housing for family-type children’s homes. This initiative is part of the state policy of supporting children in need of special care.

Plans for the current year

According to the plan, by the end of 2024, we expect to purchase housing for 94 family-type children’s homes. This will be a significant step towards ensuring stability for these families, especially in the context of the war, when many of them have lost their homes or are unable to find a safe place to live.

The process of implementing the state subvention for the purchase of housing for family-type children’s homes is an important step towards providing orphans and children deprived of parental care with stable living conditions. In times of war, this initiative is particularly relevant, as many families with children need safe and comfortable housing. Efficient distribution of funding between regions and active search for housing will help to solve this problem faster and support families raising children in difficult life circumstances.
