The register of losses opened a category for Ukrainians forced to leave the country due to the war

On February 23, the Registry of Losses introduced a new category of applications (A1.2) for persons who were forced to leave Ukraine due to the full-scale invasion of the Russian Federation. As the press service of the Registry of Losses reported, millions of Ukrainians were forced to leave their homes and seek safety abroad due to the Russian Federation’s aggression. Forced displacement is recognized as a direct consequence of armed aggression, and international law provides for the right of victims to compensation.

Category A1.2 allows for an application for compensation to be submitted by those who, since February 24, 2022, have left their housing or place of permanent residence in Ukraine, have moved outside its borders, or cannot return home due to “unlawful actions of the Russian Federation or in order to avoid their negative consequences.”

In March 2025, the Register opened category A1.1 for internally displaced persons, and the launch of A1.2 is a logical continuation of this work. The message states: “Applications in category A1.2 relate specifically to the fact of forced displacement outside Ukraine. Material and other consequences of such displacement – in particular, loss of work, housing, income or other economic losses, as well as deportation of children or adults – are submitted in other relevant categories of the Register.”

An application can be submitted regardless of the person’s place of residence – in Ukraine or abroad. If it meets the established requirements, it will be entered into the Register, and then the Compensation Commission will determine the amount of monetary compensation.

Previously, the Council of Europe established a Commission to consider applications for compensation for damages caused by Russian aggression. Temporary refugee status in EU countries is valid until March 4, 2027 and is currently used by over 4.3 million Ukrainians.
