The State Bureau of Investigation exposed the doctors of the Odessa CCC who issued VLK conclusions without the presence of conscripts

Employees of the State Bureau of Investigation exposed and stopped an attempt to disrupt mobilization events in Odessa, which was organized by a commission of doctors of the VLK of the Primorsky District TCC and SP. Doctors issued fictitious conclusions to conscripts about passing a military medical commission without the actual presence of patients. Such “certificates” allowed conscripts to illegally receive a deferment from service.

According to the investigation, members of the VLK were connected with participants in a large-scale corruption scheme that was previously exposed by employees of the State Bureau of Investigation. It was organized by a local resident who involved an employee of the Service Activity Support Center of the Ministry of Defense and the General Staff of the Armed Forces of Ukraine, an employee of the Primorsky CCC and SP, and two other intermediaries in the deal. The perpetrators offered to evade military service for 16 thousand US dollars. The indictments against them have already been submitted to the court.

Currently, four members of the military medical commission have been notified of suspicion of official forgery committed by a group of persons in a preliminary conspiracy (Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine). The issue of their removal from their positions is being resolved. The sanction of the article provides for a penalty in the form of restriction of liberty for a term of up to three years.

The pre-trial investigation is ongoing, investigators are identifying all persons involved in the crime. The Odesa Specialized Prosecutor’s Office in the Field of Defense of the Southern Region is responsible for the procedural management.
