Employees of the State Bureau of Investigation reported the suspicion to Vitaly Shabunin, head of the Anti-Corruption Center. About this informs DBR press center.

According to the investigation, Shabunin systematically evaded military service and illegally used a vehicle intended for the needs of the Armed Forces of Ukraine. The DBR emphasized that “this procedural action is in no way related to his professional activity.”

“After being mobilized in 2022, the person involved did not show up at the place of service for a long time and under the guise of “business trips” was in civilian institutions that do not belong to the defense forces. The facts of his receiving a monthly allowance in the amount of more than 50 thousand hryvnias, despite his actual absence from the military unit, are also documented.”, – claims the DBR.

In addition, the investigation established that the suspect used an SUV imported to Ukraine as humanitarian aid for the army, without proper registration and legal grounds. The car was used for personal trips, in particular around Kyiv.

The military serviceman was notified of the suspicion under part. 4 Art. 409 of the Criminal Code of Ukraine — evasion of military service under martial law; and 2 Art. 190 of the Criminal Code of Ukraine (as amended at the time the offense was committed) — taking possession of someone else’s property by fraud, committed on a large scale. Sanctions of the articles provide up to 10 years of imprisonment.

“The SBI emphasizes: the law should be the same for everyone, regardless of position, public status or public activity. Patriotic slogans cannot be a cover for abuse, and true service to the state is not manifested in loud statements, but in compliance with the law.” – emphasized in the department.

In the Anti-Corruption Center reported, that Vitaly Shabunin could not be contacted at this time. His current whereabouts remain unknown. There is a possibility that Vitaliy was detained, and in the near future a measure of restraint will be chosen for him.

“We call on the SBI investigators to stop violating Vitaly’s rights and inform his relatives and lawyers about his whereabouts. Currently, we consider the suspicion to be absurd, and the searches of Vitaliy himself and his family without a court order illegal.” — added the Central Committee.

It will be recalled that on May 30, the head of the Anti-Corruption Center reported that the People’s Deputies of the Servant of the People faction registered draft law No. 13271-1, which, in his opinion, allows officials to avoid responsibility for corrupt actions after leaving office. Consideration of the document in the Verkhovna Rada is scheduled for next week.

He also stated that on June 3, 2025, another session of the parliament took place, during which the “Servant of the People” faction supported a number of high-profile bills. In February 2025, Shabunin announced his transfer from Kyiv to Kharkiv Oblast, suggesting that it may be related to his public criticism of the authorities.
