EU and the world

The United States reduced the requirements for Ukraine to return the cost of the aid provided in the fossil agreement

The US softened its demands for the return of aid from Ukraine during the negotiations on minerals. About this informs Bloomberg.

“After a round of negotiations in Washington last week, President Donald Trump’s administration lowered its estimate of the aid the US has provided to Kyiv since the start of the full-scale Russian invasion from $300 billion to about $100 billion. This brings it closer to Ukraine’s own estimate of more than $90 billion,” the report said.

The Ukrainian side refrains from commenting until the signing of the agreement. The White House and Treasury Department did not respond to a request for comment. At the same time, a spokesman for the US Treasury Department noted that the technical negotiations were “very productive,” adding that “they look forward to a quick conclusion of the negotiations.”

Finance Minister Scott Bessent, responding to questions about the progress of negotiations on Monday, said that Ukraine submitted a counter-offer over the weekend, and consultations are ongoing.

“We are very, very close… She can be signed this week.” he explained.

The talks between the technical groups on Friday and Saturday were constructive. At the same time, the United States continues to consider the agreement as a mechanism for partial reimbursement of costs within the fund, the scope of which is not yet specified in the current project.

The Trump administration continues to put pressure on Kyiv to sign an agreement on profit sharing from future investment projects in Ukraine, particularly in the field of minerals and infrastructure. However, Washington is in no hurry to guarantee investment in the fund itself — Ukraine’s key interest in the future agreement — and postponed the issue indefinitely.

Instead, US officials insist that military aid already provided should be considered a contribution to the fund, despite the private nature of the negotiations. According to the sources, it is difficult for the Ukrainian delegation to convince the American partners to abandon this position.

The negotiations, which took place last week in Washington, mostly concerned the technical details of the future agreement and did not involve the participation of high-ranking officials. Currently, legal consultations continue in a remote format. Ukraine is represented by the law firm Hogan Lovells. It is expected that during the next online meeting, Kyiv will provide detailed information about specific projects that can be implemented within the framework of the agreements.
