The Verkhovna Rada adopted a law on compensation for property destroyed in the occupied territories

The Verkhovna Rada adopted a draft law that provides for the simplification of the mechanism of compensation for damaged or destroyed property in the territories where active hostilities are taking place or which are under the temporary occupation of the Russian Federation. Draft Law No. 11161 was supported by 292 People’s Deputies in the second reading.

The new law makes it easier for internally displaced people who have been forced to leave their homes due to hostilities or occupation to receive compensation for lost or damaged property. It equates damaged objects in the specified territories to destroyed ones in the event that it is impossible to record the level of damage.
In addition, the law cancels the procedure for inspecting damaged property if it is located in territories officially recognized as a zone of hostilities or temporary occupation.
According to the authors of the draft law, after the start of the full-scale invasion of Russia on February 24, 2022, about 4.9 million internally displaced persons lost their real estate due to hostilities or occupation. Adoption of this law aims to ensure fair compensation for losses and ease the lives of affected citizens.
“Unlike residents of de-occupied territories, IDPs from territories included in the list of territories where active hostilities are being waged or temporarily occupied by the Russian Federation do not have the opportunity to prove the fact of destruction or damage to their immovable property, without such a procedure there is no possibility to count on further compensation his property“, the explanatory note says.
